According to the source, Devanampiya started a new arrangement for disposing all kinds of affairs, and made himself available for any kind of grievances that the people of his empire might have.
He also started a new process for receiving regular reports by the Pativedakas, who were used as informants. This was very different from earlier arrangements, when there was no such system.
