PLAN $NaHCO^3 \rightleftharpoons Na^+ + HCO^{-}_{3}$
$HCO^{-}_{3}$ is decomposed by acid releasing $CO_2$
$HCO^{-}_{3} + H^+ \longrightarrow H_2O + CO_2$
If acid is stronger than $HCO^{-}_{3} $then $CO_2$ is released. Phenol is less
acidic and thus does not liberate $CO_2$ with $ NaHCO_3.$
