Lower aldelnydes and ketones are soluble in water due to polar effect of $> C = O$ which makes liydrogen bonds with water molecules. As the size of the aldehydes and ketones increases the hydrophobic part i.e., alkyl chain increases which weakens the H-bond formations with $H _{2} O$ molecules and decreases the solubility.
