Solution and Explanation
Toto truly posed a threat to every everyone within the household. Toto had complete control over the other animals in his grandfather's zoo, even at night. The grandfather then considered taking Toto to Saharanpur in order to provide some relief to the other animals in the zoo. The ticket collector adhered to his set of rules. He compared Toto to a dog because it appears that there is no regulation regarding how to fix a monkey's fare. The cleverness of the ticket collectors attempted to classify all animals of a particular size as dogs.
