The following statements were considered by the panel in the Report on the 1991-92 drought in India. In order to decide which approach should be used to measure droughts, the following was considered.
The Panel considered whether droughts can best be measured in terms of the total amount of rainfall, or by some other measure that assesses how much water is actually available for crop production. Given that many variables affect crop production, including the size of the population, the extent of farming and the availability of irrigation, it was decided that a comprehensive model that included several factors would be required to measure the extent of drought.
