when packet is released from satellite, it will have the same velocity as satellite say $v _{ p }$ in direction same as satellite. assume mass of particle is $m$ so centrifugal force on particle $=\frac{m v_{ p }^{2}}{ r }$ and gravitational force acting on particle $=\frac{ mGM _{ e }}{ r ^{2}}$ These forces will get balance accordingly and particle will start revolving around earth as satellite is also revolving, particle will never reach earth.
